As the managing partner of a groundbreaking new initiative funded by the U.S. Department of Education—the Center on Enhancing Early Learning Outcomes (CEELO)—EDC now has a major role in four national centers focused on improving outcomes for young children. Former EDC Vice President Sheila Skiffington commented: "This is a strategic win. EDC's work as managing partner of the first-ever technical assistance center focused on early learning funded by ED positions the organization to influence the direction of early childhood education at both the federal and state levels and improve outcomes for young children across all of the service providers that make up the field."

From 2012 to 2017, EDC will work closely with lead partner Rutgers University/National Institute for Early Education Research and the Council of Chief State School Officers to provide consultation and support to early education specialists in state departments of education nationwide. The overarching goal of CEELO is to raise the quality bar in early education—supporting the use of data, authentic assessments, effective professional development, and outstanding instructional practices—to ensure every child receives a high-quality education and to close achievement gaps.
