David R. Maxwell has extensive experience in complex financial analysis, modeling, forecasting, and management. To his work supporting new business development and monitoring budget performance, he brings a unique perspective and expertise acquired from 11 years of advancing the goals of investment management firms, private equity firms, institutions of higher education, startup companies, and small businesses.
Maxwell has lead responsibility for designing bid/proposal budgets and guiding the fiscal operations of teams of experts engaged in innovative early childhood education initiatives. In addition, he facilitates the business development efforts and sound fiscal operations for EDC’s Regional Educational Laboratory-Northeast & Islands, as well as for teams that provide a range of research, evaluation, and knowledge utilization services at the local, state, and national levels.
He plays a key role in forecasting the future results of existing portfolios of work and projects across the Learning and Teaching Division. And, as a member of the Division’s Fiscal Management Team, he collaborates with colleagues to develop resources to systematize development work and project management Division-wide.
Maxwell served as a budget analyst at Boston University, where he conducted trend analysis to forecast financial performance, advised university leadership on areas of budgetary concern, and liaised between the central administration and individual departments to ensure smooth fiscal operations. Previously, as an equities securities analyst for Wilkins Investment Counsel, he developed detailed financial models and research reports that forecast the financial statements of 40 public companies including retail giants, multinational food and beverage companies, and global leaders in media and entertainment.
He received a BS in Finance from Bentley University, an MSF from Boston College, and completed Level 1 of the Chartered Financial Analyst exam.
