Authored by staff from Education Development Center and the National Institute for Early Education Research, this brief looks at state policies and regulations regarding pre-K expansion that have the potential to positively impact child care quality and access for low-income working families. The brief describes findings from a multi-year, mixed methods study of the impact of state-funded pre-K expansion on the quality and supply of child care in New York and Ohio. The authors share the two states' promising practices and lessons learned as they moved to expand pre-K, provide a detailed discussion of factors to consider for pre-K to positively impact child care quality and supply, and present policy recommendations.
